The purpose of EU Regulation 2018/858, which governs the type approval and market surveillance and control of motor vehicles and their trailers, as well as their components, systems, and separate technical units, is to establish the administrative and technical requirements for the type approval and market access of all new vehicles, systems, components, and separate technical units falling within its scope, as well as the approval of individual vehicles.

This Regulation sets forth the conditions for the market surveillance and control of vehicles, systems, components, and separate technical units subject to type approval. It also specifies the requirements for market surveillance and control of parts and equipment intended for use with such vehicles.

EU Regulation 2018/858 applies to motor vehicles of categories M and N intended for use on roads, including those designed and manufactured in one or more stages, as well as to trailers of category O associated with these vehicles, along with the systems, components, and separate technical units designed and manufactured for these vehicles and trailers, including parts and equipment.
