The purpose of EU Regulation 2018/858, which governs the type approval and market surveillance and control of motor vehicles and their trailers, as well as their components, systems, and separate technical units, is to establish the administrative and technical requirements for the approval of all new vehicles, systems, components, and separate technical units falling within its scope, as well as for the individual approval of vehicles.

This Regulation sets out the requirements for the market surveillance and control of vehicles, systems, components, and separate technical units subject to type approval. It also establishes requirements for the market surveillance and control of parts and equipment intended for such vehicles.

EU Regulation 2018/858 covers motor vehicles in categories M and N, including those designed and manufactured in one or more stages, intended for use on roads, as well as their trailers in category O, and the systems, components, and separate technical units, as well as parts and equipment designed and manufactured for such vehicles and trailers.
