The regulation regarding Type Approval for two or three-wheeled motor vehicles and four-wheeled motorcycles falls within the scope of EU Regulation EU/168/2013 framework regulation. These vehicles are categorized as “Category L Vehicles” in Annex I of Article 4 of the relevant legislation, which includes all two or three-wheeled motor vehicles and four-wheeled motorcycles designed for use on roads, with one or more design stages involved. The components and all equipment of the vehicles are covered, including the L3e-AxT type trial motorcycles specified in Article 4 and Annex I, as well as the L7e-B category.

The regulation excludes the following vehicles:

a) Vehicles designed for use by persons with physical disabilities.
b) Vehicles designed for use in racing.
c) Vehicles with a maximum design speed not exceeding 6 km/h.
d) Vehicles designed for pedestrian control.
e) Vehicles designed for use by civil defense, armed forces, forces responsible for maintaining public order, fire brigades, and organizations involved in providing emergency medical assistance.
f) Vehicles designed for use on surfaces other than paved roads, i.e., unpaved surfaces.
g) Motor vehicles subject to MARTOY regulations.
h) Vehicles with at least one seat.
i) Bicycles with a maximum speed of 25 km/h before assistance from an electric motor and with pedal assistance.
j) Self-balancing vehicles.
k) Vehicles with a seating position height (R point) for passengers or drivers; L4e, L3e, and L1e ≤ 540 mm, L7e, L6e, L5e, and L2e ≤ 400 mm.
